Auto enter product ID with sysprep

I am creating a sysprep image of Windows 2000 Pro with SP2. I cant seem to get the product ID to automatically enter during the mini setup. I added the line under [user data] ProductID=XXXXX-XXXXX-XXXXX-XXXXX-XXXX , but when it appears on the mini setup program, it’s always blank. I have also tried with quotation marks arond the ID number and I also tried running
sysprep -defeat which is supposed to force the mini setup to look to the sysprep.inf file for the product ID which also didnt work.
Any Ideas????
