Auto switchoff of system

I am using a Win95 OS.Whenever I shut down my system the system doesn’t switch off even though it is an ATX motherboard. It displays “It is now safe to switch off your computer” and waits for manual switch off. Is there any files corrupted or di I need to reinstall WIN95?
