Autodialing all the time

I have a client that has 2 windows 98 systems that when boot them up. After about a minute they dial out to there ISP. Then when you hit cancel after about 3 minutes it dials out again. The only way I’ve been able to stop this is to turn off autoconnect, but it still trys.

Any suggestions
