Automatic network login

We have a Win98 machine in our organization that had been set to automatically log onto the network at startup. We can’t get rid of it! We’ve tried reformatting and reinstalling Windows and as soon as we install network access it does it again. I can find instructions in Help on how to turn it on, but not how to turn it off. Any ideas?
