automatically connect to telnet

I have a telnet application that when opened in Win9x will automatically connect to the internet if the going through dial up networking to connect to the internet. But, in Windows NT 4.0 and 2000, the dial up networking has to be started and connected in order to connect to the telnet server. How can I configure this to connect automatically in Windows NT 4.0 and 2000?
