Automation of System Maintenance

Does anyone know how I can go about automating system maintenance in Win 98, such as Deleting Temporary files, Deleting Recycle Bin, Running Scan Disk and Defrag? I would love to have all of these automated. I am aware of Task Scheduler, but will it delete temps and recycle bin? Thanks in advance for your help.
