Backup and Restore from 2k or cdr

I did a backkup of my win98se pc to a win2kpro pc on my peer to peer network. When I did a test restore on a couple of files I received a message indicating that I didn’t have the proper administrative privileges to complete the restore. There areno password requirements on the 98se machine, and I was logged in as the Admin on the 2K. Any ideas?
Also, will I have this type of problem if I burn the backup file image to a cdr and try the restore again from the cd on the 98se machine? Help, please.
