Backup id for “Administrator” at WinXP

Our company is planning to deploy WinXP to staff. For backup and troubleshooting reason in case user forgot their passwords, we are finding ways to keep a backup id which has the following abilities:

-administrator right
-Other administrator idscannot delete this id
– Other administrator ids cannot reset the password of this id
