Bad WIN98SE Install

I am trying to install WIN98SE on an older system. All goes well until windows boots up for the first time and I get this error “Invalid VxD dynamic link call to device number 3, service B. You windows configuration is invalid. Run the Windows setupprogram again to correct this problem.” I have taken out the sound card and the NIC and reinstalled W98, but this still doesn’t help. Any ideas?
