Bandwith – problems webcam

When trying to use the webcam the system announces lack of bandwith : insufficient bandwith for teh camera given that the system has reserved some, qnd teh ADSL connection also has an allocation. How can I reduce teh bandwith allocated on the othersto free up bandwith for teh camera ?
