BDC can not find PDC

Our HQ in PA is controlling the PDC and I have a BDC. HQ changed out it’s PDC with a new machine, they have the same IP but changed the name of the box (?). I edited the lmhost file on the BDC to reflect this change. I am still unable to locate the PDC. The BDC is running WINS. I can map to other servers and ping the PDC by IP but not by name.
