BDC gives error message on Ctrl-Alt-Del

I have an NT Server 4.0 SP6a BDC which gives me the followinfg message when I hit Ctrl-Alt-Del to logon. “Please wait while the domain list is created”. It sits here forever and the only thing I can do is hit Ctrl-Alt-Del again and this message goesaway and I can login normally!?

Searched Technet to no avail. Any help would be great.
