Beep Error Code

Hello I have a user with a E-machine W4682 that installed some ram then when they booted the machine it came up and shut right back off, so they unistalled the memory and turn it back on and now we are getting one beep that keeps repeating it self ever time you turn it back on I have replace the memory with another stick to ensure the chip that was already inside wasn’t causing the problem and same noise. Does it look like a bad board??
