Binding a Key to Local Proxy

I am using a Local Host Proxy (The Proximatron), primarily to kill Pop-Up windows. Running IE 5.5 on Windows 98SE with a T3 LAN connection… to “use” or “not use” the proxy, I have to go Internet Options/Connections Tab/Lan Setting Button/Check Box “use proxy”.

Alternatively, I can adjust the filtering on the Proximatron.

Both options are multiple steps & clicks.

Is there a way to Setup a HotKey (Bind a key) to “use proxy” checked or not checked?
