Blank forwarded email message

Ok, Outlook 2000, Exchange 5.5, Windows 98. Here’s the problems. One user was forwarding a message to another. WHen opening the forwarded message it was completely blank, non of the message came through at all. But when the exact same message is forwarded to anyone else, it works. It is an HTML email. Please advise.
