Blank Progress Meter

I’m running Windows 98 w/ IE 5.5. All of my progress meters throughout the OS remain blank, whether it is for formatting a disk, copying files, downloading from the Internet or watching a program (such as IE) install. The numerical indicators (bytes and percent complete) still function. Is this the result of a missing system file, and if so, what file?
