Blaster Worm – Will format/re-install

If I unpartition space, reformat that space, and then install a fresh copy of Win2K will that get rid of the blaster worm?

I have done this and my PC is still acting extremly sluggish when browsing the web. ipconfig shows everying is in order. Could I have been infected immediatly after my re-install then?
