Block IE properties acces to Win9x users

hi, Is there a way I can block access to IE 5.0 /5.5 properties to win9x users after they login to my domain. Probla is that guys here, uncheck / remove settings for Proxy Server (auto config, Proxy Script, Proxy name / port) & can still access the Internet, bypassing my URL firewall.
