Blocking an Exchange Mailbox

I have an exchange server 5.5 with service pack 3 running on an NT 4.0 system. I have a couple of users that we need to limit thier E-Mail services to only internal emails while all others are allowed full email services.

What is the simplest way to accomplish blocking thier access in and out of the building????
