Blocking Attachments in Exchange 5.5

I have Exchange Server 5.5 and I am wanting to Block certain attachments and spam. How in Exchange Server 5.5 do I do this. Please email me at wroming@ci.killeen.tx.us with a possible solution to this issue. I do want to do it with Exchange 5.5 and not a third party software plug-in.
