Blue Screen Error if mother board changes

In our office usually we are changing hard disks from one computer to another(different mother boards and configurations). Before we were using windows 98, if we change hard disk just we were installing display and sound and other drivers.But since we are using windows 2000 and XP whenever i change hard disk i am getting blue screen error.It is not working even in safe mode also. Each time we need to reinstall windows. is there any tool( Software) available? How to solve this problem anyone of you can help me regarding this
