Blue Screen “STOP” Message C0000135

Reference Microsoft Support “Q” Doc: Q173309..
This error attributed to three possible reasons, the one I’ve settled on is “the software hive may be corrupted and, therefore, cannot load”. Question is two parts: 1.) Without ERD, is reinstall the only fix? 2.) What causes the “software hive” to get corrupted in the first place?
