Boot Disk Space NTServer 4.0

I need to increase the size of my boot disk in a NT Server 4.0 SP5 machine. The problem is I cannot loose my security settings or I would just install a new HDD and reload. Tried Ghost, Partion Magic, mirroring, etc. with no luck. There is only only 1 server with no BDC so I cannot just promote the BDC. I need to copy my security & user settings off the machine and then be able to reinstate them on the “fresh load” on the bigger drive. I’m not finding much help from Win documentation and my630Mb is out of gas! Any help would be appreciated.
