Boot splashscreen keeps looping

Got a TINY-branded PC that, when powered on, shows the TINY logo then loads keyboard + mouse, then displays a welcome TINY splash screen & starts to play some intro wav, but halfway through it stops and just goes back to reboot. I’ve formatted HD, but now cannot get to boot from XP CD to start installation. Cannot seem to get into the BIOS either. Anyone heard of this or can help pls!
