Boot up error

I’m using Windows Me

Whenever I boot up my system which is a
PIII 450Mhz processor
160Mb of Ram
6.4 GB HDD
16MB Banshee graphic card

before it boots up to my windows destop an error occur which display

File Name: Wsock2(01) +0000383B
Error: OE: 0028 : C15CD6BB

I woudn’t have a clue what this error is can anyone help.
