boot up errors

When I boot up my PC,it goes into safe mode but half way through it reboots to the same place again,if I try to ignore safe mode and start full windows I get a blue screen error and have to restart,I have tried to reformat without any success,I am running 98se on Athlon 2000,266DDR.
any ideas please
