boot up problem

its a dell server
on powering on the pc the fans work properly………the cpu fails to boot up.the light on the motherboard light up
2 months baack there was a ram corruption problem..so installed new ram but now the cpu doesnt boot at all………where might the problem be ..in motherboard or ram?
Also how to check where the problem is?where is the connection on motherboard for starting the motherboard?
