Boot up Problems

I am working on a PC that when powered on either does nothing (you hear the fans but nothing else) or boots to the startup menu. when you do a normal or safe mode start you will see the XP loading screen the computer then shuts down. I have tried taking everything but the hard drive off the power supply and changing and rearranging the ram. Nothing seems to work. Any Ideas? I tend to think its the MB.
