booting

i have a Viglen laptop that has no operating system also it doesn’t have a CD-DVD ROM or a flopp drive i want to know if i purchase a external dvd rom will i be able to boot windows from it and reinstall. It has an option in the bios under boot options for usb cd rom.

Boot priority order:
IDE 1
USB FDC
IDE HTS4204 HD
PCI LAN Realtek Boot Agent

exclued from boot order are:

IDE2
IDE3
USB CD ROM
USD HDD
1394 HDD
1394 CD

If i add USB CD ROM before harddrive boot will this make the external dvd boot first allowing me to install windows
