Bootlog failure codes

Windows ME will not start. I get the message “Error loading gdi.exe. You must reinstall Windows”. I took a look at bootlog.txt and found two LoadFail lines: the first for gdi32.dell with a failure code 0001F, and then one for gdi.exe with a failure code of 0000. What do these codes mean? Is there a way to fix the problem without reinstalling Windows ME? The computer is loaded with applications and peripherals, so that would take too much time and effort. Any ideas?
