Browse other subnet problems with static

I have two subnet as following in my NT 4.0 Domain Environment, and all clients and servers are configured by static IP address.

subnet 1: MT4_PDC(Wins Server), NT4_BDC, Win98 ….
subnet 2: Win98, Win98 ….
Route through two subnet with Cisco router with TCP. No access Limit setting.

In subnet 1, there is no problems to browse other computer in Network Neighbour.
In subnet 2, there is problem to browse computers in subnet 1, it can only browse the computer of subnet 2 its own subnet.

Also indentify the Wins Server setting in each client computer’s TCP setting .
