Browser Web Check?

From Regedit (MS\windows\Current version\run)etc., I see this line:

Browser Web Check “loadwc.exe”
and
TCASUTIEXE “TCAUDIAG.EXE-on”

What do these refer to? Do they use up resources, ie. slow the PC down? CanI delete them?

Any help appreciated…
