Browsing from a VPN Ras connection

When making a VPN connection from a 98 client to a Windows 2000 server (server, not advanced server) clients connect fine thru a hardware firewall getting an IP address from a local DHCP server, and a local WINS server, but most of the time cannot browse the local network. You can find a system by either system name or IP address. You can ping it, but browsing the network is intermittent.
Local systems using the same DHCP server with IP only are able to browse.
What can I do to see/browse the network consistently? Thanks, Robert
