Browsing LAN in Win 2K RAS

We have a Win 2000 Server acting as the Domain controller with RAS set up to accept incoming RAS dial-ins via a modem. However, users are unable to browse the network. They can only see themselves on the domain. They are dynamically assigned IP addresses from a static pool. We have active directory set up. Users are largely Win 98 users. How can they view the entire network neighbourhood?
