Browsing Network

We are running a mixed 2000/98 network. The clients (98) cannot use network neighbourhood to browse for computers and shares. Some can but others can not and must map a network drive. What is happening here. Does it have anything to do with Browse Master on the Server2000 or is it a client setup?
