Building a home network

I am trying to set up a workgroup with a windows 2000 professional computer and a windows 98SE machine. so far I’ve got connectivity and earlier I could access shared directories from my windows 98SE Pc, but I could not see that latter in “my network Place” under windows 2000 Pro. And yet I could successfully ping both the IP and the netbios name of the win98 from win2k pro. I checked the protocols and they match on both machines. The only wierd thing I see is that the properties of the “File and print sharing” service under win2k pro is inaccessible, it is greyed out and there is no response when I doubleclick it.
Does anybody know what is going on?
