C Drive Format

I have a problem with a system that would not let me online due to a winsoc error. I went ahead and tried to format the C: and reinstall XP but receive a message that a program is using a volume (or something to that effect) and will not let me format the drive to reinstall the OS. To the best of my knowledge, there was only one partition on the hard drive which was being used by windows.
