Can I Free Win 98SE GDI & SYS Resources?

I have a Win 98 SE Machine with 256KRam alot of HD space and a resonably fast processor (700mhz) but I still find my selfe having to reboot my system at least once per day due to a lack of GSI & SYS resources. Is there any other way to free up those resources? or is there a way to idendify the program(s) using all the resources? Note: 100meg or more of RAM is usually available when I run out of resources.
