Can I Set Windows Size Defaults

I am running windows 98se, when I open up a new window wheather it be my documents or internet explorer it opens up in the half screen mode. My question is how can I set defaults to open up in full screen automatically without having to click the maximize button every time a new window opens up?????????????????????????
