Can not open MAIL icon in Control Panel

I am running windows 98 first edition on a Packard Bell computer. Intel Celeron 350 mhz processor, 64 MB Ram. Problem is I can not open the MAIL icon found in the control panel. I would like to set mail server properties but can not. I get an error message: “you don’t have enough memory”
So I close all programs using msconfig, but still get same message. What can I do to correct the problem.
