Can not open port (for Modem)?

Windows 95 error message appears, when I click on More Info, for Diagnosis. The Modem and driver appear normal in Control Panel and System Devices, showing the available COM2 port for this standard internal modem used, with status of working without conflicts. COM1 is the port the mouse uses, and no other ports in use. What steps to resolve? I tried removing the port and removing the modem and adding both several times. What might I be doing incorrectly?
