Can not ping by NETBIOS Name

Hi All

I am running a Windows 2000 Peer to Peer Network on one system I can not ping by Netbios name, or maybe it is the name resolution order that is out of whack. I can ping the IP Address or if I put an entry in the LMHOSTS file, but when I rely on broadcasts all I get is “host unknown”. If I blow away IP all together and then re-install it works fine until I reboot the computer and then I am back to where I was before.
