Cannot acess links

Whenever I try to click on a link, ie: (page is up with a link attached). I cannot get it to do anything. If I put the web page in the search bar, it searches, and finds it just fine. Why can’t I just click the shortcut link on the page? They do not respond. I also cannot open attachments in outlook. Can someone PLEASE help me out here?
