Cannot delete w32.opaserv(win.ini) files

Hi,
I cannot quarantine or delete two files that Norton Virus 2003 finds. I have done the updated patch for W98 and stopped sharring, empty temp int files and temp files and recycle bin. The item files are win.ini withvirus name being w32.Opaserv(win.ini. I believe I have followed all the different sets of instructions on Symantec site. I ran the different w32.opaserv tools. I also ran in safe mode.
I cant delete the files.
any ideas?
