Cannot install Q329441 critical update

When I try to install this update I get the Q329441 Setup Error message:”Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this computer.” I check to make sure cryptographic services are running but this makes no difference.
