Cannot install usrmgr

Trying to create a shortcut on my desktop, for user manager. Browse or even map to winnt\system32\usrmgr on the BDC…but when it comes up…says “the network path was not found”.
I am a domain admin., and others domain admins beside me can createthis shortcut.
Anyone any ideas? Is there a local PC prob.? Or have I a setting incorrect (I have a win2k box, and BDC is NT4 Server. I get the same error when I try to install the usrmgr from a win2k server domain controller).
