Cannot load MS ACCESS

I have been using MSOFFICE 97 for several years with sucess. However, after losing my hard drive (and replacing it) I cannot seem to load MS Access to use my database files. Excel, Word, Powerpoint, Binder, etc. all work fine! When I try to load MSAccess I get a message saying “Microsoft Access cannot start because there is no license for it on this machine.”
I have re-loaded Office 97 several times with no success…
What can I do to get MS Access up and running again??
