Cannot login on a secure site

One of my college’s at work has a weird problem, the PC is a standard win98se machine with a 56k modem connected to the internet installed with everything standard.
The problem is that when she is connected to the internet she cannot login to a secure site (a normal site is no problem), She didn’t know the error anymore. I dont have a clou I hope you do.
