Cannot open e-mail attachments

I am using MS Exchange Server and Outlook for my e-mail system. I have some remote clients that access e-mail via Citrix Meta-Frame. They can get the e-mail body OK but get an error when attempting to open attachments. The error says they do not have permission to access the file. I have been unable to identify the errant permission. Can anyone help?
