Cannot read IP config when disconnected

Hi,
When my computer (Win98SE) startup without network connection, it seems cannot initialize NIC and TCPIP. Error message “Cannot read IP configuration…” prompts if I type ipconfig in command line. This problem will not happen when the machine startup with network connection.

Anyone has idea about that. Thanks.
